2024 Notable Legislative Accomplishments

RPAMN, with the Larkin Hoffman government relations team, collaborated with the Minnesota Department of Health (MDH), the Minnesota Department of Human Services (DHS), and numerous stakeholders to advance its 2024 legislative platform to promote economic and regulatory stability for small, culturally specific residential service providers. Key achievements included enabling small assisted living providers to relocate without losing their customized living enrollment date and securing a statewide exemption from municipal rental licenses for small licensed assisted living and community residential settings. The Larkin Hoffman government relations team reviewed thousands of bill introductions, monitored hundreds of committee hearings, and worked with dozens of legislators on behalf of RPAMN’s members.

Protection for Small Assisted Living Relocation

This initiative was a top priority for RPAMN leadership and required substantial engagement with state agencies, as well as coordination with a broad coalition of consumer advocacy organizations. The finalized language specifies that facilities will be permitted to commence relocation beginning March 15, 2025.

Customized Living Transition Grants

Helped secure a one-time appropriation of $6 million to help small customized living providers transition to community residential services.

Blocking Harmful Local Ordinances

RPAMN maintained protections passed in 2024, preventing cities from requiring rental licenses for CRS and small assisted livings. This helps providers avoid duplicate red tape and zoning discrimination.

Quality Improvement Grants from Provider Fines

RPAMN secured funding from assisted living fines to go toward a grant program for projects that improve care quality. Providers can now apply for state-funded initiatives that directly benefit residents.
